Phase I Proposal Preparation Instructions
In order to prepare and submit proposals,
offerors must be registered in the DoD electronic
submission website at https://sbir.defensebusiness.org/.
First time submitters can click the "Sign Up" link to register, while those who
are already registered can click the "Login" link to login to the site. Both the
DoD and Air Force Broad Agency Announcement (BAA) instructions can be downloaded
at this site by selecting the proper BAA; each set of instructions contains
in-depth instructions on package submission.
The Air Force has developed training to combat fraud, waste and abuse and ensure compliance with the eligibility requirements for the SBIR and STTR programs. You must complete this training and submit a signed completion certificate prior to being eligible for awards. It is recommended that you attach the certificate to the back of the Technical Volume of your proposal.

- Certificate of Training Completion
After the BAA cycle closes, proposals go through an evaluation process that takes approximately 90 days before selections are made. The Air Force receives thousands of proposals during each BAA and the notification process requires specific steps to be completed prior to a contracting officer distributing information to a small business. Phase II Proposal Preparation Instructions
The following Phase II proposal instructions and the Environmental Safety and Occupational Health (ESOH) questionnaire are for Phase I awardees submitting a Phase II proposal. All Phase I awardees will be sent a notification with the Phase II proposal due date and instructions for submitting the Phase II proposal through the DoD electronic submission website at https://sbir.defensebusiness.org/. If the information for your technical/business points of contact, email address, or mailing address has changed since submission of the Phase I proposal, changes must be sent to AFSBIRSTTR-Info@us.af.mil. The Air Force is not responsible for ensuring notification receipt by firms that have not provided updated contact information to this address.

Small businesses that are selected for award must complete this certificate at the time of award.
PHASE I and II Certification – Life Cycle Submissions
All SBIR/STTR Phase I and II awardees must complete this certification document at the following times:
- Phase I awardees – prior to receipt of final payment
- Phase II awardees – prior to receipt of more than half of the total
contract amount AND before receipt of final payment
All questions must be answered and an authorized officer of the company must sign and date it prior to submission.
